アメリカ上院議会は７日、ブッシュ大統領が支持を表明した同性婚を禁じる憲法修正案を事実上、否決した。

米上院は７日、共和党保守派が後押ししていた同性婚禁止の憲法修正案を否決した。賛成は４９票で反対の４８票を上回ったが、可決に必要な６０票には至らなかった。

共和党は今年１１月の中間選挙を前に、改正案によって保守層の支持固めを図っていた。同党は可決に必要な賛成を得られなかったことを認めたものの、引き続き重要課題として同性婚の問題に取り組んでいく姿勢を示した。

改正案は来月、下院での審議が予定されている。共和党のベイナー下院院内総務は「可決を望む共和党議員はかなり多い」と自信を示した。

しかし改正案反対派は、議事日程の貴重な時間が中間選挙狙いの作戦で浪費されたとの認識を示している。民主党上院議員の１人は、改正案について「（異性同士の）結婚を保護することではなく、共和党の優勢を守ることが目的。悲しいことだが、大半の人々は政治的動機に気づいている」と述べた。

　大統領は「結婚は文明の最も基本的な慣習だ。過激な判事が再定義するべきではない」と述べ、結婚は男女間の結合と定義する憲法修正を呼び掛け、議会に修正の手続きを促した。

　上院司法委員会は先月、修正法案を共和党の賛成多数で可決。今後、本会議で議論、採決に進むとみられる。共和党のフリスト院内総務は「慣習としての結婚は守られるべきだ。再定義すべきではない」と意欲を示した。一方、民主党のリード院内総務は「ほかの重要な問題から有権者の目をそらし、国民を分断しようとしている」と、大統領や共和党の動きを批判した。

２００４年の大統領選でブッシュ氏再選の原動力となったキリスト教右派が最近「ブッシュ離れ」の動きを見せており、この日の演説は、１１月の中間選挙に向けて支持基盤のつなぎとめを図る狙いがある。
　ただ、憲法修正には上下両院それぞれ３分の２の賛成と全米で４分の３の州の承認が必要で、ハードルは極めて高く、大統領の議会への要請はポーズにすぎないとの見方が強い。

このようなブッシュ大統領らの動きに対し、メアリー・チェイニーさんは、同性婚を禁ずる憲法修正は差別を憲法に書き記すものだ、と強く批判した。

WALLACE: As you just heard me discuss with Mrs. Bush, Senate Republicans, with the support, perhaps at the urging of Karl Rove, plan to introduce an amendment next month once again, a constitutional amendment, to ban same sex marriage, at least in part, it is said, to mobilize their conservative base.

You talked about what the Democrats did as cheap. In the book you talk about sleazy, slimy politics. Is what the Republicans are engaged in sleazy and slimy politics?

CHENEY: Well, I certainly don't know what conversations have gone on between Karl and anybody up on the Hill. But you know, what I can say is look, amending the constitution with this amendment, this piece of legislation, is a bad piece of legislation. It is writing discrimination into the constitution, and, as I say, it is fundamentally wrong.

Now, I would certainly hope that, you know, and understand, this is an issue that Americans do disagree on and that we do need to debate and discuss. And I would certainly hope that those discussions would continue.

And I would also hope that no one would think about trying to amend the constitution as a political strategy, that people wouldn't try and use amending the constitution to further their own political goals.

Furthering the disconnection between Washington Republicans and their so-called values voters, Christian radio and Internet blogs have been on fire with discussion of moves by "activist judges" to "destroy the institution of marriage" as the immigration debate and developments in Iraq have dominated the mainstream news media here.

Conservatives have expressed still more alarm as Mary Cheney, the vice president's daughter, who is a lesbian, went on national television promoting her book this year and discussed her distaste for the president's opposition to gay marriage in 2004. Adding to what conservatives describe as the "fuzziness" of the White House's position, the first lady, Laura Bush, said of gay marriage last month, "I don't think it should be used as a campaign tool, obviously." Speaking on Fox News Sunday, she added, "It requires a lot of sensitivity just to talk about the issue — a lot of sensitivity."
