3月25日は、欧州連合（EU）設立への基礎となった欧州経済共同体（EEC、 European Economic Community）の「ローマ条約」締結から50周年の日。欧州連合議長国ドイツの首都ベルリンで記念式典が開催され、加盟27カ国の首脳が一堂に会し、「ベルリン宣言」が採択された──アンゲラ・メルケル独首相とジョゼ・マヌエル・バローゾ欧州委員長、ハンス＝ゲルト・ペッテリンク欧州議会議長が署名した。

「宣言」では「０９年の欧州議会選までに、ＥＵとして新たな共通の基礎を定める目標を共有する」との表現で、問題解決への意思を打ち出した。だがチェコなどはＥＵ憲法そのものに消極的で、「宣言」で憲法に言及することに反対する姿勢を崩さなかった。このため「憲法」に代えて「新たな共通の基礎」という言葉を用いるなど、表現を大幅にやわらげた。
　２７カ国に拡大したＥＵの基本法になるＥＵ憲法条約は、フランスとオランダが０５年に国民投票で批准を否決して以来、制定に向けた作業が暗礁に乗り上げている。

欧州連合（ＥＵ）は２００４年以来、東欧など１２カ国にも「統合の翼」を広げたことで、その性格を変えつつある。「（１５カ国時代に比べて文化、宗教、経済面で）『異質』な者同士の集まりとなり、アイデンティティーの危機にすら直面している」（ドイツのシンクタンクＣＡＰのベティーナ・タールマイヤー研究員）のが実情だ。
　ＥＵが冷戦終結後、ソ連のくびきから解き放たれた東欧諸国を組み入れたことは、欧州の政治的安定や経済発展といった観点から意味があった。
　だが、ポーランドが０４年に欧州憲法条約に「キリスト教の伝統」をうたうよう唱えて政教分離の国々と対立したことでも明らかなように、価値観をめぐる“温度差”が徐々に表面化しつつある。
　経済面でも、新・旧加盟国の違いは歴然としている。ＥＵの経済成長率に占める新規加盟国の貢献度はわずか５％に過ぎず、巨額の補助金がこれらの国に流れることへの不満もくすぶっている。

ブレア首相はグローバル化の中、自由競争に国家の生き残りをかける米国流の政策を訴え始め、それが、福祉を優先させる仏独との新たな溝を作る結果になっている。
　首相の後継者として最有力視されるブラウン財務相も首相以上に自由市場を推進して、英経済の競争力強化を図り、最大野党の保守党も、サッチャー首相以来の欧州懐疑姿勢を崩していない。いずれが政権を取っても英国が今以上に欧州寄りになることはなさそうだ。

YouTube の映像を見ると、式典では、サイモン・ラトル指揮＆ベルリン・フィルハーモニー管弦楽団によるベートーヴェンの交響曲第9番が演奏されたようだ。第九の「歓喜の歌」（Ode to Joy）は、欧州連合の歌（Anthem、国歌または国家に準ずる地域・国家連合体の曲）である。
『Guardian』の記事によると、さらにベルリンのブランデンブルク門では、スコットランドの民謡からフラメンコダンス、デンマークのヒップポップなどのパフォーマンスが祝賀イベントとして行われた。旧東ドイツ出身のメルケル首相は、「ベルリンという地で、このようなフェスティバルが挙行されることに意義がある。18年前までベルリンは壁と鉄線で分断さていた。銃を持った兵士が市民を威嚇していた。自由（西側）への逃走は命がけだったのです。」と語ったそうだ。

Merkel said in a speech before the signing that Europe could take none of its cherished ideals -- peace and freedom, democracy and the rule of law -- for granted, and urged the bloc to get to grips with its institutional crisis.

"It must ensure that even with 27 or more member states its institutions function efficiently, democratically and in a way which citizens understand. Much is at stake," the chancellor said.

She said her experience growing up in communist East Germany had shaped her idea of freedom and justice in Europe.

"I never thought that I would be able to freely travel to the rest (of the continent) before I became a pensioner," said Merkel. "But my own experience shows that nothing has to remain the way it is."

The Berlin Declaration looks back to a time before the EU, when Europe, it says, was "an idea, holding out hope of peace and understanding".
It contrasts the previous eras of war and division with the peaceful times since the formation of the union.
"We, the citizens of Europe, have united for the better," the declaration reads.
There is no explicit mention of the most divisive issues - future enlargement to admit Turkey and the Balkan nations, and the EU constitution.
But correspondents say the call for moves to place the EU "on a renewed common basis" before the June 2009 elections to the European Parliament is a coded reference to institutional reforms.

"Europe is much more than dairy cows and the Chemicals Directive," Merkel said, referring to its "Judeo-Christian heritage," which she was unable to insert in the declaration.
