12月5日、イギリスで遂にシビルパートナーシップ法（Civil Partnerships Act）が施行された。この新法により、レズビアンとゲイのカップルは、「市民パートナー」（civil partner）として法的な認知と保護を得る。

英国で５日、事実上の同性婚を認める「同性市民パートナー法」が施行された。
「市民パートナー」として登録した同性カップルには、パートナーの遺産相続での優遇税制など、異性の夫婦とほぼ同等の権利が認められる。政府は、２０１０年までに最多で２万２０００人が市民パートナーに登録するとみている。
市民パートナーは、親子など一定の関係以外の１６歳以上の同性であれば、友人同士などでの登録も可能。英政府は、異性同士の結婚とは異なる法的関係としている。

The Civil Partnership Act 2004 comes into force on 5 December 2005. This will enable same-sex couples to obtain legal recognition of their relationship. Couples who form a civil partnership will have a new legal status, that of ‘civil partner’.
Civil partners will have equal treatment in a wide range of legal matters with married couples, including:
- Tax, including inheritance tax （相続税を含む税金の優遇措置）
- Employment Benefits （雇用手当）
- Most state and occupational pension benefits （職能別年金受給）
- Income related benefits, tax credits and child support （所得税等の還付、育児サポート）
- Duty to provide reasonable maintenance for your civil partners and any children of the family （シビルパートナーと子供への扶養義務）
- Ability to apply for parental responsibility for your civil partner’s child （パートナーの子供の育児義務）
- Inheritance of a tenancy agreement （財産分与）
- Recognition under intestacy rules （無遺言規定）
- Access to fatal accidents compensation （死亡事故における損害補償権）
- Protection from domestic violence （ＤＶからの保護）
- Recognition from immigration and nationality purposes （パートナーの英国への移住と国籍取得の認可）
When civil partnership is introduced there will be important changes affecting same-sex couples who claim income related benefits, regardless of whether the couple decide to form a civil partnership.
In order to form a civil partnership you must first give notice. You can give notice of your intention to form a civil partnership from 5 December 2005 and the earliest a civil partnership can be formed is 21 December 2005. A civil partnership can be formed in England and Wales at a register office or an approved premise.

The Civil Partnership Act comes into force today and, after a notice period, the first ceremonies will take place in England and Wales on December 21. Couples in Scotland can hold the ceremony a day earlier.
One of the first couples to take advantage of the new law is Roger Lockyer, 77, and Percy Steven, 66, from Westminster, London, who have been together for 40 years.

保守系テレグラフは、イギリスの著名なゲイライツ・グループ「OutRage」のコメントを載せている。これによると、シビルパートナーシップ法は画期的だと評価するも、しかし「結婚」（marriage）とは違う。そこに（異性愛者の）「結婚」と格差がある。したがってこの法律は決して平等なものではない、我々が求めるのはあくまでも「同性婚」（same-sex marriage）だ、と「OutRage」のメンバーは主張している。
Gay rights group OutRage has called the Civil Partnership Act a "major milestone" but said the law did not go far enough because the term 'marriage' is not used in the legislation.
Brett Lock, spokesperson for OutRage, said: "While there is much cause for celebration as gay couples are granted the rights enjoyed by their heterosexual friends, it is not yet true equality.
"Only same-sex marriage is genuine equality."

Janet Paraskeva, the chief executive of the Law Society of England and Wales, the solicitors’ professional body, said yesterday that she would probably be entering a partnership with her long-standing partner, Mary, next year.
“We haven’t decided when but we are pretty likely to do,” she said. “The children keep nagging us — I think they just want the party.”
