ロシア検察、アンナ・ポリトコフスカヤ殺害容疑で10人を逮捕

昨年10月、ジャーナリストのアンナ・ポリトコフスカヤさんがモスクワの自宅アパートで殺害された事件で、ロシアのチャイカ検事総長は容疑者１０人の身柄を拘束したと発表した。「記録」しておきたい。

チャイカ氏は「逮捕した犯人グループを主導していたのは、ロシア南部のチェチェン出身者からなるモスクワの組織犯罪集団の指導者で、犯人の中には、内務省と連邦保安局（ＦＳＢ）の現役と退役の要員が含まれていた」と指摘した。

　そのうえで、この犯人グループが、２００４年に米経済誌フォーブス・ロシア版のポール・フレブニコフ編集長が暗殺された事件や、昨年のロシア中央銀行のコズロフ副総裁暗殺事件にも関与している可能性が高いことを明らかにした。

　また、これらの事件が捜査中であるにもかかわらず、背後には「ロシアの不安定化をもくろむ外国在住のロシアのオリガルヒ（政商）たちがいる」と断定した。

ポリトコフスカヤ記者は独立系新聞「ノーバヤ・ガゼータ」の記者としてチェチェン紛争などでプーチン政権を糾弾してきた。このため、ロシアの一部メディアは露当局者や、退職した特殊部隊員らが「口封じ」を狙って関与した可能性を指摘していた。チャイカ検事総長は「残念ながら内務省とＦＳＢの元・現職員も（殺害に）参加した」と述べた。
　チャイカ検事総長は事件の背景に「カネですべてを解決しようとしたオリガルヒ（新興財閥）」の存在を挙げた。名指しは避けたが、プーチン政権の弾圧を受けて英国に政治亡命した元政商ベレゾフスキー氏の関与を強く示唆した。

2000年3月の大統領選挙では、ウラジーミル・プーチンを支持するが、プーチンは、逆に新興財閥の影響力を削ぎにかかる。ベレゾフスキーは、プーチンに対して反対勢力を糾合しようとするが、一般市民の間で「国賊」扱いされ、敵の多かったベレゾフスキーは賛同者を得られず、逆に同年7月下院議員を辞職。さらに2001年ベレゾフスキーは保有していたORTの株式49%を、ロマン・アブラモヴィッチに売却する形で放棄せざるを得なかった。
ロシア最高検察庁は、アエロフロート資金の横領疑惑などでベレゾフスキーへの追及を強め、逮捕を恐れたベレゾフスキーは国外に脱出した。2002年10月、本人不在のまま、最高検察庁は、詐欺の罪でベレゾフスキーを起訴した。現在イギリスに亡命中である。

The Kremlin has pointed the finger at Berezovsky in this and other killings that have gained worldwide attention and blackened the reputation of Putin's Russia.

Berezovsky said Monday the effort to link him to Politkovskaya's death was a "hysterical reaction" to his criticism of Putin.

Chaika's conclusion was met with some skepticism by media rights organizations and editors at Politkovskaya's newspaper, Novaya Gazeta.

"Contrary to what the prosecutor general says, there were people inside the country interested in silencing her, and the investigation should be looking into this," Reporters Without Borders said in a statement.

Politkovskaya's colleagues from Noveya Gazeta cautiously welcomed the 10 arrests. Vyacheslav Izmailov, a friend and columnist on the paper, said few details of the arrests had been made public.

But he confirmed that the trail appeared to lead to Chechnya. "It's a very complicated case because it involves both those who ordered the murder and those who carried it out. There are Chechens (among those arrested). But not only Chechens," he told the Guardian.

Asked whether those arrested had definitely carried out her killing last October, he replied: "I don't know."

Dmitry Muratov, Noveya Gazeta's editor in chief, said the paper had been satisfied with the level of cooperation from Russian authorities since the murder last year. Asked about the arrests, he said: "I think this is serious. But I can't say more at the moment."
