仏DGSE、「9・11」を事前察知

『ル・モンド』紙は、仏情報機関である対外治安総局（DGSE）がアルカイダによる2001年9月11日の世界貿易センタービル攻撃を事前に察知、米CIAに伝えていた、と報じた。

ルモンドが入手したＤＧＳＥ作成の極秘資料のうち、０１年１月５日付の資料は「イスラム過激派による航空機ハイジャック計画」と題され、ウズベキスタン当局や衛星電話の交信情報を基に「ビンラディン容疑者は００年１０月にアフガニスタンで開いた会合で、ドイツのフランクフルトから米国に向かう航空機を乗っ取りアフガンのカンダハルに向かわせる計画を決めた」などと記している。
　米議会は０４年、同時多発テロに関して「米情報機関が攻撃阻止につながったかもしれない情報の収集や（他国との）共有に失敗した」と報告した。ルモンド紙は「米議会報告ではＤＧＳＥが０１年初頭にＣＩＡに伝えた情報は触れられていない」としている。

文書は「アルカイダが乗っ取り計画を準備している」と指摘。テロ発生前年の００年初頭、アルカイダを率いるビンラディン容疑者とチェチェンのイスラム過激派勢力がアフガニスタンのカブールで会合を持ち、実際に９・１１テロで使われたユナイテッド航空、アメリカン航空を含む米仏独の７航空会社を標的とすることなどを協議した、と伝えた。実行日や実行者などについては合意に達しなかったという。

　この際想定されていた計画は（１）フランクフルト―米国間の航空機を乗っ取り、イランまたはアフガン南部カンダハルに着陸させる（２）フランクフルト―中央アジア間の航空機を乗っ取り、タジキスタンまたはカブールに着陸させる、の２種類。実際に起きたテロとは手法や場所が異なる。乗っ取りの目的も「政治犯の釈放」「チェチェンからのロシア軍の撤退」を要求するため、と規定していた。

The DGSE external intelligence service wrote a total of nine reports between September 2000 and August 2001 on Al-Qaeda threats against the US and passed all of them on to the Central Intelligence Agency's Paris bureau, Le Monde newspaper said Monday.

Le Monde based its report on 328 pages of classified documents leaked by DGSE sources, showing that Osama bin Laden's network had been infiltrated by foreign agents long before the September 2001 attacks.

In a file dated January 5, 2001, also seen by AFP, the DGSE said it had learned of a plan to hijack a plane bound for the United States from Frankfurt in Germany and take it to Kandahar in Afghanistan.

Le Monde said that file was passed onto the CIA in January of the same year.

The plot described was allegedly drawn up by Al-Qaeda with the Taliban militia in Afghanistan and Chechen rebels.

CIA spokesman George Little said Le Monde's article ``merely repeats what the U.S. government knew and reported before Sept. 11 - that al-Qaida was interested in airliner plots, especially hijackings.''

``The article does not suggest that U.S. or foreign officials had advance knowledge of the details surrounding the Sept. 11 plot,'' he said. ``Had the details been known, the U.S. government would have acted on them.''

The Sept. 11 Commission and a joint congressional inquiry into the attacks have described vague warnings of potential threats in the months before Sept. 11, 2001.
